The General Accounting Office (GAO) has a long-standing contribution and a significant role in the proper functioning of the public administration. By Royal Decree of 6 (18) October 1842, as of 17 September of the same year, “A General Accounting Office shall be established within the Financial Secretariat on the day of the day, under the direct orders of its head”. Since then, the administrative structure and operation of the services of the GAO has undergone multiple and significant changes, reflecting each time the need to update their responsibilities and the prevailing perception of the organisational structure of the service in the public interest. To date, its main responsibilities include the preparation, monitoring and execution of the State Budget, the preparation of the Balance Sheet and the Report, as well as the control of the correct application of the provisions of the Public Accounting Code. The GSC, in full alignment with the responsibilities of the General Secretariat for Fiscal Policy, is composed of the Directorates General for Fiscal Policy and Budget, Treasury and Fiscal Rules, Fiscal Controls and Public Sector Pensions, which cover the wide range of the State’s fiscal functions. Since 1934, the Central Services of the GLC have been housed in the building at 37 Panepistimiou Street, designed by the architect Emmanuel Lazaridis, following a radical reconstruction and extension of an older building designed by Konstantinos Kyriakidis. In its present simple form, the main building of the General Secretariat of Culture is an outstanding example of Athenian architecture of the interwar period, with the strict geometry and purity of the lines of its façade exuding a sense of discipline and correct reason. With the gradual increase in responsibilities and staff accommodation needs, the Pension and Financial Control services were transferred to other buildings, while remaining within its administrative and organisational structure.
